The National Road Safety Authority (NRSA) operates as an independent statutory body within the Ministry of Transport.   The NRSA was formed in 1997 in accordance with provisions set out in the "National Struggle Against Road Accidents Act - 1997", to coordinate and supervise all activities relating to the prevention of road crashes in Israel. 

In order to oversee implementation of the rulings of the Law, the NRSA formed a steering committee composed of representatives from various government sectors including transport, law, infrastructure, education, health, internal affairs, and internal security. The committee convenes once every two months to plan comprehensive and coordinated action in the fight against road crashes.

This is the first time in the history of the State of Israel that a body has been enacted to formulate a policy for reducing road crashes.  The policy, manifested in a three-year government approved program for reducing road crashes with the active involvement of all partners, has been allocated a budget of over one billion Israeli shekels.

The ultimate target of the multi-disciplinary program is the reduction of road fatalities by one-third within a five-year period.
