1. To execute the multi-year and one-year action plans approved by the Government.
2. To plan, establish and implement a framework for supervision and follow-up in government ministries, institutions and other bodies connected with the application of the multi-year and one-year action plans.
3. To operate an effective, comprehensive information framework, focusing on the activities of the multi-year action plan, and to carry out complementary "marketing" campaigns to achieve the plan’s objectives.
4. To form new policies regarding enforcement and punishment, with modifications and additions to existing legislation on traffic and road safety.
5. To continue developing an economic model for investment in the improvement of road safety infrastructure (urban and interurban).
6. To incorporate safety innovations and advancements into driver training and enrichment programs.
7. To institutionalize community road safety activities, by establishing mandatory committees for road safety in town councils, in accordance with amendment to municipal orders and the reorganization of local council safety headquarters as municipal departments.
8. To operate a framework for professional, quality road safety research, development and information, and the effective evaluation of their activities.
9. To increase supervision and monitoring of the activities of safety officers in factories, institutions and organizations.
10. To increase the range of road safety professions and raise and institutionalize required training levels (safety officers, road safety teachers, municipal staff, safety instructors, etc.).
11. To plan, establish and operate a national multi-disciplinary, integrated framework for the aid and rescue of road crash casualties.
12. To form a policy of cooperation between those sectors partner to the multi-year and one-year action plans, in conjunction with preparation and establishment of work procedures.
13. To continue to establish, organize and institutionalize the NRSA's departments and units.
